Выражение принадлежит президенту Т. Рузвельту [Roosevelt, Theodore (Teddy)] и связано с разразившимся во время Испано-американской войны [Spanish-American War] скандалом по поводу недоброкачественных мясных консервов, поставлявшихся американской армии с чикагских боен (Рузвельт называл их "Говяжий трест" [Beef trust]). Считают, что эти поставки привели к большим потерям в американской армии, чем боевые действия: из 5 462 погибших в ходе войны только 279 были убиты на фронте, остальные стали жертвами несчастных случаев и отравлений "забальзамированным мясом". Скандал подтолкнул Конгресс к принятию закона о чистых лекарствах и продуктах питания [Pure Food and Drug Act] 1906, а также подсказал Э. Синклеру [Sinclair, Upton Beall] сюжет для одного из самых критических и разоблачительных романов "Джунгли" ["The Jungle"]
